You don't need PCI Gen3 to use a Gen3 card.
PCI-E 2.0 cards don't even fully use the total bandwidth, you will be more then fine using the GTX 670 on your mobo.
As for bottleneck, you might have a little compared to a Ivy/Sandy system, but nothing within 10-15% difference.

I have a 960T and 670, I can play BF3 on Ultra 60FPS @ 1080p, no bottleneck that I see.
