The GT 640 has such low performance that it doesn't even come close to being bottlenecked by the old pci-e 2.0 standard. It is the entry level nvidia card, and should not be purchased by anybody who actually wants to enjoy games from the last 3 years.

I usually don't vouch for a 2500k at a $700 budget given the poor balance and less potential GPU power but given the need to play Starcraft II on which performance heavily favours Intel processors a 2500k seems reasonable.  Just be forewarned that $200 CPUs on $700 budgets throw off the balance, and I normally suggest $100 CPUs such as on AM3 platform (they happen to be going for really low prices at the moment to clear stock and you can pair a future-proof AM3+ board) and a better GPU or an SSD with the cash saved unless the budget exceeds $900-1000.

 

The 640? I don't think it's very good, and you might get better value out of an HD 6870 or so.

IF for gaming I would also suggest AMD cpu/gpu

But with the desire to fraps and edit photos/videos the 2500k + 6850 will do an admirable job

for budgets under $1000, an i3 is better to get than an i5.

Personally, I would go with the AMD build, you will get very playable frames in SCII and it will have more gaming performance once you overclock it.

Edit: Only get that RAM if you are near a microcenter, if you are not, buy it from newegg or B&H.
