Good 2(.1) speaker set on a budget?

Well, the title pretty much suggests what I want to ask, hehe..
I'm looking to buy new speakers for my PC. Now, I have two options, but one of them seems unlikely.

My first option would be to find the best possible 2- or 2.1 speaker set that can produce a decent amount of bass (in case of two speakers without a sub-woofer, I can't have them lack bass reproduction..) for a budget of around 100-125 euros, give or take, excluding shipping costs.

The second option would be for me to design and build my own speakers to fit my requirements. Now, I see an issue with this approach, namely that I can't for the life of me find any good source of separate speakers in the Netherlands.
The budget for this would be slightly higher, seeing as I can just make the speakers as I want them to be. I also have a plentiful supply of building materials for the actual speaker boxes, and I could rig the woofer off my old PC speaker set to the amplifier I'd be using for it all.

The main point of all this is that it has to be something I can buy from here in the Netherlands. Import taxes are stupendously high so I prefer not to get it outside of the EU.
Preferably, I don't want to buy another of the basic craptastic Logitech/Creative/whatever budget sets, since they all sound pretty mediocre to me.. I heard a Klipsch Promedia 2.1 set once, wanted to get one instead, but I can't get them anymore now so that idea is gone, so I'm really looking for the best I can get for the money.

Any suggestions?

I'm disappointed with the fact that everything seems to be either USB or much more expensive than what I'd pay for it otherwise (several hundreds more).
I mean, I have a somewhat modified X-Fi XM card and I can't see how some witty internal DAC board on such equipment could produce higher sound quality than that XM can.. I might be mistaken but I think I am not?
