I think this is a little too much speculation...though if there was water it would need to be a ways under ground. I don't think there is enough air pressure to keep liquid or frozen water on the surface, but under ground there would be pressure enough. Water is actually a gas, but at the air pressure and temp we have on earth it turns liquid and solid.
