What's a good brand for cheap low powered PSUs (300w range)

My parents PSU recently died. I had an extra corsair TX650w and everything works fine when I plug that in but it's a little bit of a waste and on the overkill side. All it needs to power is a Core 2 duo with on board graphics and a single HDD + dvd drive. It would probably run on a 150w rolleyes.gif but if they are going to buy one I would try to talk them into a 300w so they could eventually ad a cheap GPU (we're talking GTX 520 or similar)

If anyone can recommend a decent brand for low power PSUs, I would appreciated it. Should I even worry about being 80+ certified at this small power range? ... Cheap is somewhat key here. I need something that will work well but it doesn't need to offer a lot of juice.

I was also looking at Antec units but Dad is extremely cheap and instantly looks for the cheapest options. I actually think this one would actually fit the bill for only 30 dollars.

It's 15 dollars cheaper but it's not 80plus certified, it's a 4 pin instead of a 4+4pin, and it only has one sata power cable.

Edit: I forgot he will need at least 2 sata, one for the HDD and one for the DVD.
