AFAIK Afterburner hasn't been updated yet to allow the voltage control

But when AB is updated, then the Lightnings will have software voltage control enabled

I'm wondering if, since supposedly the GTX 680 PCB has the same voltage controller, we'll be able to flash the Power Edition 670 or Lightning BIOS'es onto other cards like Gigabyte WindForce 670's (680 pcb) and unlock voltage with the new afterburner...

I guess time will tell. I'd love to see if my card can go further, it's a great clocker already!

I found a Lightning bios download on TPU, anyone got the MSI GTX 670 Power Edition bios around?

Doubt it. Why would MSi shoot themselves in the foot by allowing much cheaper 680's to outperform the $100 more expensive Lightning? I'm sure they'll encode the AB to work only with Lightning.

Why focus on price and power saving when you can have a 2kw computer?ok ok 2kw in a big rig might not be a good idea but then don't some trucker go around with 10 kw CB?

The Lightning has voltage control right now, but only +100mV. The newer version of Afterburner should unlock more voltage.

Doubt it. There are mechanisms in place to prevent BIOS flashes from benefiting outside hardware (there are multiple checks to ensure the proper hardware is in place), and MSI doesn't generally help competitors. That said the gigabytes are already beast overclockers, they would likely be my second choice for 680s (behind the lightning)

MSI wants to sell hardware, and i'm sure they will do whatever it takes to ensure this. Just like with the lightning 580 you couldn't get the aux/memory voltage unlocks on other hardware.....now MSI will have native triple voltage on their lightning / PE cards, I could be wrong but I believe they will have many checks to prevent outside hardware from benefiting (they have used such lockout mechanisms in the past).
