If you read the charges, you would understand a bit better.
The ages (with the exception of the 2 minor) are 18-25. Most of them are college students, or teenagers. The reason why they caught, is because they are still amateurs. Notice how none of these people are above 30+ of age? Because the experienced one are smart enough to avoid going on a newly created public carding forum, which can be a FBI STING. They are also smart enough to order on amazon using the same email they sell malaware with.

The majority are being charged for
-Carding

However some have the following charges
-Distribution of Malaware (Xvisceral)
-Wire Fraud

Also, another hacker called c0mrade is arrested. He is a hacker who claimed to go whitehat, but it's a problem when you hack into major airline networks and threaten the companies to posting data leaks from major exploits when they ignore him.

This sounds pathetic to me and mostly can be rephrased to - FBI 2 year long covert operation resulted in arresting 24 people who ate snickers in local store without paying for it.

True anonymity on the internet is impossible. However, with a chain of a dozen GOOD proxies, a decent offshore VPN, TOR, a heavily modified browser profile, and a secure GNU/Linux OS, you've come to the point where the FBI will not put enough effort into catching you unless you actually pose a threat to national security. On top of that, once they backtrace you, they have to actually seize your computer and find locally-stored proof it was you before you get in any actual trouble with the law. I know if I was ever involved in something highly illegal I'd be running Tails or Liberté off of a flash drive.

Heres a simple checklist of what even the most basic carders do

-Public Wifi
-Spoofed Mac Address
-Disposable Cheap Laptop
-5+ Minimum Socks 5 Proxy Chain
-Offshore VPN, optionally from several companies.

Tor isn't really used, but you can always use for that extra step.

However I'd be willing to bet the FBI spent more tax dollars than the amount of money they stopped from being stolen.

Because money is more important than arresting someone for doing something illegal? If someone, for example, was taking $100/month from my account but it would take $150/month to catch them, I would gladly pay the extra money to have them in prison. No matter if the money it took to catch them was more than just letting them rip me off every month. I understand your way of thinking though, and I'm sure many others wouldn't do the same as I would.
