Bah! Use the Inquisition method to test it. Just take a sledgehammer and give a home run swing on that mobo. If it smashes to pieces, it was "guilty" and needed to be replaced. If it withstands the sledgeblow, it is "innocent". j/k rolleyes.gif

Here's a cheap Biostar with integrated HD 4250 graphics and AM3+ compatible.
http://www.newegg.com/Product/Product.aspx?Item=N82E16813138345 $39.99 after rebate.fs

You'll need DDR3 ram. Here's some inexpensive stuff to hold you over. $23.99 fs
http://www.newegg.com/Product/Product.aspx?Item=N82E16820231394

At $63.98 ($73.98 upfront until rebate kicks in) that's a little more than you want to spend, but have future upgrade path if so desired.

What is the TDP rating on your Phenom II processor?  You should be wary with using a high rated ~125W TDP Phenom II quad core with a low end motherboard as it seems is the norm in the suggestions here.  I'm especially concerned that you will be video editing, which means you will be placing a high load on your CPU (and board) often.  For that kind of task I suggest you invest in/find/prefer the reliability (i.e. more power phases for less heat and better guaranteed output) as I have done so myself (my primary PC purpose is video editing/transcoding).
