Hello, everyone! I love this website, because I don't know what I would do without it.
My goal is to find some 2D animation software that can output custom-resolution videos for digital signage (TVs, LED outdoor signs, etc.). After some research, it seems I'm still somewhat lost. Can anyone help me? I probably wouldn't be asking this question if I were a digital media student/graduate, but I'm only an amateur.
I don't want to do anything "hokey" like creating .gif files for choppy animations with limited color depth, etc. (although that would be incredibly simple and easy using GIMP and/or whatever). I need to create somewhat-rich digital animation smoothly interpolated 2D computer animations. The capability for 3D animation is not needed, but pseudo-3D would do nicely (2D scaling, etc.)
From what I have learned, it seems that Adobe CS apps don't seem to fit the bill. Not only are they prohibitively expensive (Flash and/or Premiere) I also really don't want to use Flash, and Premier seems better suited for other production. Am I mistaken?
Important questions:
Summary of needs:
Most of you must know so much more than I do about this topic. Please help me if you can! I truly appreciate it. It has literally been months of mulling over this, looking around, finding nothing, and becoming disgruntled for a while, so I finally got up the gumption to ask here. Thanks!!!

Important questions:
- Is there a better solution than using Adobe Flash?
- If I DO use Flash, can I export animation as a video file?
- What other programs offer this sort of functionality?
- Are bullet points really necessary here?
Summary of needs:
- Digital 2D animation software (vector-based with bitmap support?)
- Smooth, interpolated digital animations (transitions: translations, scales, reveals, etc)
- Preferable ability to import still graphics files as well as video files
- Preferably with no minimum resolution output and no proportion constraints
- Ability to output files as video format (AVI, MPG, whatever)
