Reboots at 800mhz??

So I have come across an issue of late that bugs me. Everytime I restart my computer I have to go into the bios, hit CTRL-F1 look at the settings(but never change anything)) F10 to save for it to reboot and load into Windows. I have to do this or the computer boots and cpu is running at 800mhz. Not the 3800 its supposed to be. Why is it doing this?

Is CnQ turned on or off? Do you have BIOS F3 installed? (Older is buggy, and newer is bad for a 1090T.)

I remember with the F1/F2 BIOS on that board, Core 0 would get stuck at 4x, while the others moved properly.
