It is not throttling, I've watched the GPU-Z as it is working and it does not throttle down. It shows a steady 900MHz. When it throttles down it drops to 405MHz, but it hasn't been doing this. Actually, since I put the 570 in the system (which is water cooled), the temp on the 460 that is down in points has actually dropped about 10C since it no longer has the other GTX460 dumping heat into the case.

Not anymore...
They were in the same computer, my 2700k rig, and were netting about the same points (about 14k PPD), then I pulled one out and put it in my 3570k rig and put a GTX570 in its place, then the one I kept in the 2700k rig suddenly dropped in PPD.
So basically, the only change I have made was taking out a GTX460 and replacing it with a GTX570, other than that, the GPU that has dropped in points has not changed at all. The one that has dropped in points is still in the same system it was in before and in the same slot, the only change is the card in the other slot is now a 570 instead of the other 460.
The 460 that was moved into the 3570 build is still getting about the same PPD that it did before, which is ~14k.
Let me know if that doesn't make sense, its kinda complicated.
