its for next generation blu ray and hddvd drives you cant play them without hdcp certified products (High Definition Content Protection)

So if I got a HD TV Tuner my 20" widescreen would support it up to what hd? (1680x1050, 800:1, 300 cd/m2)

You could go with 720p as your just short of 1080i/p.
