PSU Coil Whine?

I started playing Max Payne 3 today, and I noticed that during certain parts of the game, like menus, my framerates shoot up to 5000+, and then while in game return down to 100+. During these high frame sections, there is a high pitched whine coming from my computer. I'm certain it's from my PSU, and I've only ever heard it from this game. When I first load up the game and get the insanely high frames, you hear it, but as soon as you get into the game, you don't. I'm not sure if this is something I need to be concerned with, because every other game I've played (BF3, Company of Heroes), doesn't cause this to happen, nor does it happen during any benchmarking like Furmark or 3DMark.

I have a MSI 7850 and a Corsair HX 650W, both bought within the last month brand new.

Are you sure it's not your graphic card? Do you overclock your GPU?

Look at this Corsair 650TX. Maybe you should check the comments.

I remember having the same coil whine sounds in STALKER menu with my Enermax 950W power supply and ATI 5850 overclocked, always thought it was my Graphic Cards due to high fps and overclocked.
