Sure. You can probably do it with stock volts as well. As for a performance increase, yes, it should be a noticeable difference and even more so once you start clocking higher.

You can go upto 1050 Mhz in AMD CCC. Definitely your performance will improve. In fact from 920 to 1050 will give you 8 - 10% performance increase.

try using ATI Tool 0.24 or ATI Tray Tool 1.7.x.... for scaning artifacts, I`d OC it up to 1020mhz and then get a bit high if it doenst artifaacts on 30 minuts or 45 min

Stock Cooling is called to Reference Cooling which are stock fans and heatsink from AMD/nVIDIA which only have a limited amount of TDP supported and It wont OC as high as a Video card with Aftermarket HSF LIKE TwinFrozr , DirectCU, Dual X, Double D, ICEq, others on which are high end clocked video card that brings a better quality chip that are more binned and they`ll need less voltage, will make less heat, also will have a backplate and high airflow brackets for me those are useless, also non stock cooled cards brings Cooling for VRM or mems which are not included on stock models
