Actually it's $250, $50 for the game and then $200 for the ultimate pack. I think you're overlooking the fact that it includes a
lifetime subscription though (in addition to the other items and stuff). If you plan on playing for 2 years or more (might be less than 2 years, I haven't looked at subscription options yet since I'm riding out my free month first), it's worth it on that basis alone.

It doesn't get worse, you reach endgame pretty quickly. You get SP/AP at the same rate forever, and can repeat quests (after the cooldown timer runs out on them), so mainly you're getting more options than better ones.
There isn't any particularly great need to go straight for the highest tier skills unless you want to specialize early on, you can easily get a bunch of lower-tier skills for the same price and play with your build without any penalties. Presumably at some point you can actually unlock every ability in the game on a single character since I don't think there is an SP/AP cap either, though that will take quite a while to do.
I'm having fun with it, the writing is great, and the missions have enough variety (mainly the investigation ones) to keep me playing. There's still the standard "kill bunches of enemies" ones but that's standard fare.
