Motherboards that support dual CPUs are somewhat uncommon, because they require special chips equipped with circuitry that allow the CPUs to talk to one another. On AMD, these are HyperTransport (HT) links, and on Intel, they're called QuickPath Interconnect (QPI) links: All AMD and Intel CPUs have some of these for talking to RAM and GPUs, but only a select few have the ones required to talk to another processor. AMD Opteron and Intel Xeon are two such CPU lineups.
Now, just adding a second CPU to your system won't make everything faster. Only very specific applications are written to take advantage of the number of cores such a system would have (12-24 cores), and even then, some aware applications are better than others.
In terms of motherboard quality, it's true that dual CPU motherboards tend to be of very high quality. They have to be! The users who purchase dual-CPU systems have the very highest expectation of component reliability, and cannot afford even a minute of downtime. So, these mobos are more expensive because they are rare, and more expensive because they are built with the very best components to meet the most demanding standards.

I had a dual CPU board for 2x Xeon DP (Glorified Pentium 4's) from Supermicro. It was great for me for about 2 years, and i bought it used for about 9 years. It was a 2000 board that lasted until 2011! they are high quality, but not good for gaming.
