The DCII offers a superior VRM to the WF3(not that it really matters with such a modest GPU), but the heat transfer is inferior... both cards are good, and in my brief experience with them they're both really quiet, the WF3 is cheaper though, and generally cooler at similar clocks.
That being said, he can't go wrong with either, at least not as wrong as with the rest of the system... but the WF3 is the smarter choice, being cheaper and all..
As a side note, the 5xx/6xxx DCII generation was better than the current one, that doesn't make the current one poor(except for the 7970 maybe?), but it does make it slightly disappointing.
