
When you send mail, the sender buys the postage stamp, that's what covers the Postal Service fees.
Right now, there is no postage stamp, so companies, like Netflix (which uses 40% of the entire internet bandwidth) use fiber laid down by other companies, and charge the customer for their services. No where in that charge though does that money go back to the company that laid down that fiber. Companies that lay down the fiber get screwed because they can't charge netflix for using soo much of their bandwidth, instead, they have to spend millions of dollars are massive Cmts's (routers/hubs/switches) around the nation to uphold all these streaming services....
We pay the ISPs for internet access... We can use it however we wish within the law.
