All of the power saving features are turned off. I used another HDD which also contains Win 7 (x86) and unfortunately it still performs the same way as it currently performs in my x64 primary installation. I don't think that this is a windows issue

An i5 running UNDERCLOCKED!?

This heresy must be purged from the OCN forums! Check things out in BIOS and see what it's running at there. Also, try a different monitor other than OCCT. It's generally reliable, but you might find a different one that gives a different reading?

It was actually overclocked to 4.3Ghz and my friend and I temporarily traded processors just to know if his mobo is lemon since it can't OC. Well I actually learned that it was underclocking because of the windows 7 rating that I got. It was weird that I got a 6.6 score whereas my Q9400 rig can go 6.8. I then checked it via cpu-z and 7-zip benchmark (to put load). It was not moving at 1.6Ghz even if I could see that the processor is 100% under load. After that I checked the BIOS and it was normal. Tried to flash it to other versions same issue. I am very sure that every power saving option has been already disabled. Should I RMA this board?

Is it dat Biostar? Perhaps it is worthy of an RMA. Do you have another OS you can use like maybe a Linux distro to check it with? Could be a windows issue.

Umm, the cpu is not overheating right ? And there are some boards with Thermal protection system like Asus TPU and EPU. See if your bios has anything similar.

PS: Quick look on the biostar page and there's something called G.P.U. Also you are not using T-Overclocker on windows right ?

T-overclocker is a big joke. It's the most useless overclocking software made. Immediately uninstalled after I tried it. Not using any Biostar software at the moment.

I tried using it on x86 win 7 which throttles properly as used in a q9400 system before and after testing it with this system. I don't know if you can check the current processor speed with Linux.

Check bios for Green Power Utility anyway, there may be a switch on the mobo as well. What happens when you enable speedstep and turbo but not c1e ?

AFAIK, only speedstep enables Windows to fully use power states. C1E is supplemental. Turbo is CPU controlled. Turbo also uses C1E. All 3 complement each other but Windows can only affect Speedstep i think. Darn Intel, it's complicated. AMD does this with only Turbo Core. C'n'Q is software and obsolete. Turbo Core contains CnQ behavior and its full cpu controlled, means quicker switching between power states.
