Maybe I can elaborate on this a little better, to help you understand. I am assuming that your net ip 74.128.146.89 is your internet IP, also know as your public IP. That IP is owned by Insight BB, which I also have...and I can tell you that Insight does not allow you to host any servers with incomming ports open. Now this is what they will tell you, and their TOS say you can't do it...so heed that warning. Anyway, let me explain how this works.
When someone hits your public IP of 74.128.146.89 with port 20500, it is normally block...since your router doesn't know what to do with it. Now if you forward port 20500 to computer 1's INTERNAL IP of 192.168.2.28, than anyone who hits your Public IP on port 20500, your router will see it and send it to Computer 1, since it has a rule to do so. Every device in your home network can have a static IP set if you want it to, as long as they are all in the same subnet, and not overlapping. You can only forward a port to 1 IP address, which is called 1-1 NAT (Network Address Translation). What you are wanting to d should work without a problem, as long as the designated ports are ONLY forward to the designated IP...and not both IPs. The reason this might not be working for you, could be a cause of your software firewall (External Antivirus program or Windows Firewall). You will need to set rules on each computer's local firewall, to open those ports as well.
Now what someone said about 1mb of upload for each external player...that's not true, at all. Each and every game has different requirements, and some use more bandwidth than others. I have a friend who hosts a private WoW server, or used to at least...which was colo. With 100 players online, each player was using, on average, 16.9kbps of the upload speed. That's less than 15mb upload for 100 people, and he had a dedicated 25x25 connection. Your upload speed is low (for a game server), and could handle a handful of people...depending on the game.
I do notice that any post about hosting a game, that is the first response "what's your upload? If it's not over 5mbps, you can't host a game server." Such a drag, since it's not true...and not everyone will be hosting game servers for hundreds of people. I used to host a diablo 2 server for me and about 10 friends several years back...on a 768k DSL connection. Starcraft server, Minecraft, private WoW servers, AA server...etc. I have done several game server host...and when it's for just a few friends, it takes less than people think.
