type -dxlevel 70 in the launch options for css. that runs the game in directx 7 mode with less intensive graphics. see if you get better frames. if you dont then you know something is definetly wrong.

i run css 800x600 , everything low, dx9 and get 25-35 fps.. id make sure your rates are all right.

Apart from Disabling V-syne I would install or Re-install your current drivers following this procedure as it may help :

Installing Graphic card driver efficiently!!! When you Update your graphics cards drivers theres ways that you should go about it. Follow these simple steps below.

1.Download and install ''Driver Cleaner'' Here:
http://www.drivercleaner.net/professional.html
2.Uninstall your Current Display drivers such as your ''ATI'' or ''Nvidia'' drivers.
3.Now run ''Driver cleaner'' and depending on the Drivers you have you will have to select either ''ATI'' or ''Nvidia'' from the drop down menu. Only select the main title of the driver in the drop down such as just ''ATI'' or ''Nvidia''
4.Once you have selected Your driver click on the ''Start'' button and this will now start the driver cleaning process. ( Do this twice to be sure )
5.Now reboot your system and Download the latest Nvidia or ATI and go ahead and install them.

Something has to be hogging your system resources! I got an avg of 30-36fps with my old geforce 3ti200 in CS:S. Make sure vsync, AA,AF,and HDR are all off in all source games. What are you using to find out what fps your getting in game? If you using fraps, that will lower fps by a few with it running. Just type cl_showfps 1 in console to see ingame frame rates.

Also cloase any major programs yopu dont need while in game. Also look through the nvidia control panel and make sure that the driver is forcing things like AA or AF to be on 24/7. And run drivercleaner as Enterprise has suggested and install the latest drivers from nvidia.

And why havent you oced the core at all? All it looks like you did to oc the card was up the ram a little. Core speed is what will help the most.
