I need 360 Radiator Fans In Push/Pull and will be running at FULL SPEED. So the choose is the Noctua NF-F12 fans or Gentle Typhoon AP-14 fans. Would have gone with GT AP-15s but since the fans will be running at full speed without a fan controller I want with AP-14's which are quieter.

360 fans? That is a lot of fans...
Which can you get cheaper? You honestly won't see much of a temperature difference between the two. The AP-14's will probably be better on a CFM / dBa basis, although that is based purely on comparing them to every other fan on the market; I can't find any reliable tests to back that up.
