Only help I can find besides V-Sync would be the drivers perhaps. Try updating, or if already at latest, uninstalling and putting back known good drivers?
I could have sworn HDMI + DVI could cause issues with tearing, but I have nothing to back this up. Drivers are more likely.
As for Cloud gaming... I dunno, got a nice laptop you want to play on instead? It can be nice to keep the big desktop in a cold place and game where ever you want. The thing to keep in mind however is that the 7770 is a mid-range card, and your CPU is a K-edition, which means no VT-d (bit important in the virtualization world, don't know how lucidlogix deals with this). +rep for you too, for bringing up lucidlogix, I've been trying to remember them for a month now since I'm trying to get my own cloud gaming server online.
