The problem is that they are in-circuit. Other resistors, capacitors and semiconductors in the circuit can interfere with the reading. To get a true reading, the resistor must be out-of-circuit (at least one side disconnected).
Of course what you can do is take the 14.9 Ohm measurement from the known good card, then measure the resistance across the points on the card with the missing resistor (where the resistor should be connected), and calculate the value of resistor that should be there
That should give a close approximation.

xD, guttered. I don't have the ideal components at the moment but I tried a trim pot for the 110Ohm resistor and two 1kOHM resistors in parallel for the 500OHM. the pc boots but no picture, had a look at the vmeasure and was reading like 0.07v or something. So tomorrow I might go get some proper resistors for the job.
