what is "The Search Relevance" are they claiming more people use bing so it is more relevant?
or are they saying they are showcased in more movies and tv show at which they pay for?

Bing results are never what I'm looking for. They must be talking about some other kind of relevance.

Bing map is a much better product than Bing search.

Google finds results that match who is paying them the most for advertising. With that formula it is easy to see why their search relevance would go down.

I'd have a problem with this if it returned results that were not relevant to exactly what I typed. I guess there was a huge influx of people who wanted to be reminded of why they chose to use Google in the first place.
