This doesn't necessarily mean mandatory upgrades. This could work quite well to bring 'PC benefits' to console gamers who want them. High resolution textures, high resolution support, and effects like AA/AF/Tessellation can obviously be optional. If you were to use a standard video card in a console (perhaps, with some sort of modified enclosure to make the "upgrade" foolproof) you could make this a very attractive idea.
No one would have a reason to be "too" unhappy. People who don't want to upgrade within 8 years of owning the console, could be gaming at 30FPS at low resolutions with no AA/AF/Tessellation and low res textures toward the end of the consoles natural life. People who want to spend the extra bit on an upgrade, could be enjoying all of the above features. Many of the benefits of PC gaming, without the hassle.
Another thing worth mentioning is that they could use the same architecture for all of these upgrades to keep optimization streamlined. There were alot of rumors suggesting that AMD could be behind powering the next Xbox; this could bode well for them with GCN. Powering a popular console could mean free optimization for 90% of the games on the market for a very long time.

For us, better console ports!

I can see it working if its handled properly, so every 2 years release a "upgrade" to help keep visuals and such up to date. That way the market doesn't become horrible segregated and remains controlled.
This is under the assumption that they want a 6-10 year console lifespan.
