Well. The first question is:
-Are you near a microcenter? (Also, are you purchasing from the U.S. or another country?)
The second question is:
-What games, specifically, does he want to play?
-Are high graphics quality settings important to him, or does he not care much about them as long as gameplay is smooth?
-Does he need windows, peripherals (keyboard, mouse, etc.), a case that looks a certain way, or any other special components to know about?
-Is he willing to overclock?
-Does he need a monitor, and if no, what is his current monitor's resolution?
-Is he willing to buy an Intel processor if that option provides better price/performance?
-Are there any non-gaming tasks he wants to do (live streaming, 3D rendering, etc.)
If you can answer the above, we can get a bit more specific on narrowing down a build for him.

we live in Kentucky. so we are using us currency. and we will probably have to order it offline.
world of warcraft- mw2-mw3- things along those lines. global agenda things like that
he does want it to look good, but smooth gaming would be preferred
yes, he needs windows, and sadly he needs a monitor as well.
we only went to the amd forums cause we thought that amd was cheaper. if you can find intel cheaper then thats just fine. no real preference on nvida or radion. just what ever is best for the best price.
im sure he will watch netflix and such on it but mainly just playing games, internet. things like that

Looks good, except PSU. Get a power supply from: Corsair, Seasonic, OCZ, or XFX, unless you want to risk a blown up PSU. Get a OCZ ZT550W.
