The Fall of Reach book featured the Spartan IIs and it was based around Dr. Hasley, Jacob Keyes, John(Master Chief), Fred, James, Linda, and a few others. Hasley gives Cortana to John for a mission to capture a Prophet, the mission gets scrubbed when the covenant attack Reach. Covenant overunn Reach killing most of the Spartan IIs. Master Chief boards Pillar of Autumn with Linda(Critically Wounded), and they escape. The book ends with them finding the Halo Ring. Bringing you to the start of Halo CE.
You are right about everything in this post except for one thing - Noble Team are not SPARTAN-IIIs, they are SPARTAN-IIs. They are part of the Master Chief's intake into the SPARTAN program. The chronology goes like this:
SPARTAN program - experiments, trials and tests on children are conducted to attempt enhancement of muscle strength, bone density and neurocognital function. Largely unsuccessful, it is regarded a failure as no soldiers are produced. However, Dr Halsey learns a great deal and convinces ONI to let her make adjustments and launch a second phase of the program.
SPARTAN-II phase - Dr Halsey had worked out most of the bugs and the new experiments had a hugely increased success rate, however not 100%. This phase of the program was the first to produce actual soldiers with augmentation. Master Chief, Linda, Fred etc were part of this phase. The SPARTAN-II soldiers were integrated into the UNSC, secretly at first, and then publicly. The SPARTAN-IIs use MJOLNIR armor, the latest model of which is MJOLNIR-VI, which was issued at the start of Halo 2.
SPARTAN-III phase - Sometime between the events of Halo 2 and 3 (I could be wrong on this timing - someone please correct me if I am) Kurt (a SPARTAN-II) is made out to have been killed in a mission by ONI. His military record lists him as MIA (as SPARTAN soldiers can not be listed as KIA), and he is secretly taken away to Onyx to help train the SPRTAN-III group. This group is headed by Colonel Ackerson, NOT Dr Halsey. The speed, strength and cognitive augmentations of these soldiers is not as severe or as advanced as the SPARTAN-II group, and also have side effects of increased aggression and reduced reliability in battle. They are smaller, slower and not as strong as SPARTAN-IIs. As a result, SPARTAN-III soldiers are incapable of using MJOLNIR armor, as their bodies have not been sufficiently strengthened to handle it. They would be crushed to death in MJOLNIR. Instead, they use form-fitting battle armor with active camouflage and a different helmet to that of MJOLNIR. They are trained in secret and not the public, nor the rest of the military are even aware of their existence. All of their military deployment occurs in isolated areas and they do not interact with other branches of the military.
Hence - the Noble Team seen in Halo: Reach are SPARTAN-II soldiers because they use MJOLNIR and are deployed with other branches like ODSTs etc.
