While the rig will consume less than 650W at any given time, it should be said that it will be pushing a 650w unit pretty much to capacity.
When this happens the PSU will generate more heat and will be required to spin the fan up to compensate, therefore increasing sound levels.
Another thing to consider is that PSU's reach optimal efficiency at around 50% load. Knowing this, I think it would be in your best interest to get
at least a good quality (corsair, xfx, seasonic) 750W or even 850W PSU. This will ensure that your psu is funning cooler, quieter and at higher efficiency.
Also modular PSUs are very nice just for the sake of less cables you have to manage. If you want fully modular I would recommend the Corsair A Series or the Seasonic X series. Bother are actually made by Seasonic and will perform amazingly.
