I think you mis-understood the datasheet excerpt. A current flows out of the IMAX pin which creates a voltage across a resistor connected between it and ground. When the voltage across this resistor rises above 1.2V, OCP is triggered.
I don't have time to read and fully comprehend the datasheet, but it seems it may not need a traditional OCP mod as the current sourced on IMAX is proportional to Iout. This emans that the OCP trigger point should increase as the GPU draws more power.
If a traditional mod is required, reducing the resistance between IMAX and ground will do the trick.
Of course this is for the uP607, it may not apply to the IC on your card.

Just so I understand..
GPUv is good to 1.6v idle.. trips OVP around 1.7v idle.. correct?
From reading so far, I would think to look at the following:

Seems as OFS "offset" will affect OVP in the same manner as VID, as it can alter voltage as well.
**I would trace ISENS #1-4 and try to pencil resistors to near the same value and see if this affects your trip limit as well. Since IAVG is tied internally to IMAX.. it may fool OVP and OCP limit together if you alter the per phase sense.

There will be no benefit from running a card at 1.7v that can't get colder than -50 specially a g92 I'm surprised it can take 1.65
