But 95-99% of people do not overclock and then that is irrelevant, then the faster speed might be worth it

I'd say at least half the people who buy 500$ GPUs plan on overclocking. The only way the GHz edition makes sense is if it's a better overclocker.

Moreover, some people buy the factory OC expensive cards just for the reason that they are expensive. (like for example, in Israel pricing, what would you buy? ref 7970 for ~525$ or the DCUII Top version for ~700$)
