Depends on you. There is minimal gain on RAM OC, and doing an OC on the RAM may impact the max OC you can do with the CPU. if you want to see hwo far you can go, then do try OC the ram. if not you can keep it as is.

I guess I'm one of the lucky ones who gets good quality computer components outside the US/.EU for the same price as you can get them from newegg or amazon. The inventory is not complete but most high-end stuffs are there. You may want to check with your customs as there are a few online stores that are willing to fedex your stuffs, but you will have to pay import tax yourself. If it's worth it to you that's a good place to start.
