On my board the NB VID is 1.100 Volts that is how much the board uses to start up the motherboard. But when overclocking and raising the CPU-NB Voltage do I then need to raise any startup voltages?

No, you can leave those on auto.
I leave all my voltages on auto for the start up voltages.
