C1E is one of the power saving features aside from Cool & Quiet. it throttles the cpu during light loads, thus it uses less power. when pushing the cpu, it is normally disabled to avoid any instability. you can enable them after an oc and see if stability can be maintained. here is a thread about it . . .

the 212 evo. use a good thermal paste like MX-2 or MX-4 with it.
