I know you said new, but if you're building a rock bottom system for ONLY email / light browsing, a P4 from 2004 with a 15" monitor will do the trick.
Alternatively you can rip out the harddrive, reuse the monitor, and plug the CDRom drive all in as well. If they have an old ATX case that saves you a case too. I just gave you 4 parts for the price of... well, .... yeah.

Do not want used, Iike having warranties even for very low end systems.
