You can't set the atmosphere on fire... It's mostly inert nitrogen. There was concern about this back when the hydrogen bomb was being tested, but some quick calculations alleviated this fear.
A laser of high enough temperature might be able to create fusion reactions with the atoms directly in front of it, but it won't be a chain reaction, no matter how hot it gets.
