Is it possible to already have a locked iPhone(Verizon) and go to AT&T or something and have them unlock it? Just was wondering about this because I'm sort of fed up with Verizon's international terms. Do you have to pay another $700?

If you finish your contract or if you pay the early termination fee verizon will unlock the iPhone for you. That being said, the iPhone 4s is the only one that will work on AT&T and verizon.

In your case it not possible. The iphone for Verizon is a CDMA based phone. The iphone for AT&T is a gsm based and uses sim cards. Your best bet sell the iphone on ebay or locally and then use the money to buy one for AT&T. The iphone4s is the exception. It is a global phone but you need to unlock it.
