I'm working on my first water cooling build and need a few angled fitting and was curious what everyone does if the angled fitting is not facing the correct direction when completely tightened. Is that where rotary fittings should be used?

Yes, rotary fittings give the ability to bring the hose back around to the direction you want it to run after tightening. Click on my name and you'll see two at the top coming out of the tubes connected to the radiator.

Obviously there is a higher chance of them leaking due to the more complex seal, however with decent parts the chance of it leaking is very small.
I have never had any issues with any rotary fittings that were not my fault and only one that was (didn't tighten it down after the first loose trial fitting)

I have plenty of rotary fittings from Bitspower and have never had a leak, you might pay a little more for the brand, but Bitspower isn't new to water cooling! I can't speak for others though.

I used to always use BP rotary fittings but recently I started using Koolance ones and they are nice. They "rotate" much easier than the BP ones which is sometimes nice, sometimes, not so much lol.
Just buy a few 45 and 90 degree ones to have on had if you ever need them.

I've done literally weeks of research into every part of my up coming build and I've found bitspower fittings to be the best on the market when it comes to rotary fittings.
Koolance did come in second.
When you're dealing with thousands of dollars of PC parts you don't want to cheap out on water cooling parts.
So if you can't afford the "best" I would advise to wait and save up more.
