R.A.T 3 Input Lag Issue?

When I play a game using Vsync and an fps limiter, I get almost no input lag in games, however, the tiny delay starts to increase and then decrease. This variation happenes throughout the game. The lag change is noticable at times and can be very off putting.

All motherboard drivers installed.
enhanced pointer disabled
RAT reg fix applied.
RAT 3 drivers installed
Profile editor installed.
all mouse settings on stock.

Please help. I've had this issue for a while and I don't know how to fix it.

What can I use instead to help the Input lag? Everybody else seems to get on fine with using limiters.
