My guess is retailers are clearing stocks of HD 7950 cards before the upcoming launch of Radeon HD 7950 Ghz edition.

AMD definitely would aim at the USD 400 price point with these new cards. AMD is just going to give more performance at stock speeds with this card. But everyone knows the current HD 7950 OC cards overclock well. These cards overclock to 1 - 1.05 Ghz at stock voltage and 1.1 - 1.15 Ghz with voltage tweaking. Also this card comes with a high quality HD 7970 PCB. newegg user reviews and this hardforum post with pics confirm it.
