Intel developed XMP. I'm not exactly sure how tightly held the standard is, but if it's anything like HyperThreading, my guess is that AMD would have to pay Intel to get them to license it.

This. But I think ECS is a bit like Foxconn, very few enthusiasts use it but their boards are all over the place. AMD needs to have something in the OEM market to survive, and this is a good step in that direction.
