Bad concept is bad. The vast majority of light is located in the visible spectrum (hence our eyes are tuned to see that light). Quick Source By allowing most of the visible light to shine through, all you are possibly doing is reducing the device quality. The idea of a transparent solar cell is ridiculous; the point is to absorb light especially visible light. 4% efficiency is typical of organic solar cells and falls very short of what normal Si based or DSSCs can produce.

Maybe the purpose of this was not to generate electricity as efficiently as possible but to be an addition (hopefully inexpensive) to all the transparent surfaces we have around us (namely glass). That way if this is widespread enough a significant amount of electricity can be generated by just having this laid over our windows.

Considering that the current leader in solar cells is over 10x as powerful and the many many downfalls that organic solar cells have, this can really be nothing but an expensive gimmick. It just doesn't make logical sense. Why do you want to make something that needs to absorb be transparent...It honestly sounds like they made a crap device that was mostly transparent and thought "we can publish this as an application for window glass." It's a joke.
