Sure there is such a thing as a great low end PC. Whoever has the smartest and most capable platform in your budget is a great low end PC. Budgets do exist.
AMD removed Phenom II from the market because it is EOL and they cannot afford to manufacture both. Just like Intel stopped producing PIIIs after they released Netburst. I honestly don't get how people are saying AMD is pressuring or forcing anyone to buy any of their chips. You get to choose where you spend your money, AMD doesn't take it from your wallet.

I wouldn't call those numbers "discrete graphics level"
And you're right consumers do get to choose where to spend their money. And with CPU (not APU which is different) most people are spending it on the competitor.
The one thing AMD is doing right is the APU front. I have no idea why they don't just focus primarily on APU and abandon CPU altogether. It would free up a lot of budget and engineering time.
EDIT--- I think its being mistaken that I dislike AMD. I'm rooting for them but I think mistakes have been made.
