Bottom half of display is visually unresponsive. Bad GPU?

This is very weird and hard to explain but I have been questioning this graphics card since I've acquired it, but it's a Gigabyte Windforce 7870 and every once in a while it will idle lock up with the sound loop and white/black pinstripes on the screen. This hasn't happened in a week or so since fresh installing and loading no OC tools other than CCC and drivers but now the lower part of the screen seems to be "visually" unresponsive. This only goes for my desktop, when I load up a browser or game it seems fine. Here is what my desktop looked like after I tried refreshing the screen and changing the wallpaper. My guess is the GPU is to blame...

I can actually click on 3DMark11 down there at the bottom but you can't see the cursor highlight the icon when double clicking.

That is one of the weirdest things I have ever seen. Looks to me like it's windows that is confused about what to display, I wouldn't blame the GPU just yet.

Its a 3 day old fresh install. Can't imagine its windows. I'll run an sfc scan and a chkdsk but I'm suspicious of something graphics related.

I suspect it might be an issue with the way the driver is communicating with windows. Tried any other versions of drivers?

I have since upgraded to 12.7 and it has seemed better but I'd like to give it more than a day to call it fixed. The reason I installed 12.3 after my fresh install is because the HDMI scaling is still broken with 12.6 and 12.7. After a reboot my HDMI scaling goes back to having "black bars" and takes about a good minute for it to kick into proper scaling mode.

Sorry, I know this is an old thread, but I have the identical problem and I'm wondering if the OP was able to find a fix. The screen shot in the post is identical to what my desktop looks like, including the location of the step. I'm running Windows 7x32 SP1, AMD Phenom II X4 965, 4 Gb RAM, ASUS HD7750 graphics card w/ AMD driver v. 8.950.0.0.

Could this be as simple as a driver update or reinstall?

Thanks!

Hello and welcome to OCN

You are using a pretty old driver, I suggest you try the latest stable driver, that's the easiest thing you can do:
