same as this question: RX or EX? and this thread gains between ex/rx 240 radiator

same questions and more than likely same answers...

Radiator with 19 fins per inch is not optimized for slow speed fans, HWLabs actually use a bit similar advertising about their 20 FPI GTX rads :

True second generation Black Ice GTX core design maximizes cooling, flowrates and peformance utilizing 3 x 120mm fans even in low RPM/noise conditions.

the EX-series has 20 fins per inch.. and works well with 1200-2000 rpm fans..
i'd have to disagree with your statement "Radiator with 19 fins per inch is not
optimized for slow speed fans.
." like my Black Ice GTX 360 (20fpi) works well
with the Swiftech Helix 120, GT-15, Corsair SP120 (Quiets), Noctua NF-P12
even with the thicker core still was satisfactory in cooling..
so from my experience, i can say the EX will have the same experience, but
due to the thickness will not have as much headroom as the thicker counterparts.

RX240

RASA RX240 @ 4.8 1.39vcore 65° avg core ambient 31.7° (push/pull)

this was all in the same case, pump, tubing and routing. just the rads were changed.

same Swiftech Helix 120 fans were used in all above runs...

I wouldn't exactly call 1200 - 2000 rpm as low speed fans, fans running below 1000 rpm are what I call low speed fans.
xspc ex series are better than rx with 1200> rpm fans.I personally don't have any problem with noise using ex240 with some ap-15
Bundymania has done a big radiator review, which includes both rx360 and ex360
