Nexus 7 currently suffers from Poor Quality control. ASUS in order to keep up with production and demand decided to skip any quality control and assurance and hence the result being screen separation , issues with glue , and so forth.
Google knows about it but currently doesn't disclose when a second revision or a fix will be forth-coming. Some users on Xda developer forums have found it is a Manufacturing issue/defect and that will likely require a second revision.
The real underlining reason for this halt could also be because of the amount of RMA's and Replacements being issued and requested by Nexus 7 users.
