The CPU heatsink does get hot, so I'm pretty sure the heatsink is working.

You need to tighten the heat sink down as much as possible, the CM 212+ are a bit light duty for the 1366 processors IMO as they don't have enough dissipation surface area, but they still shouldn't be getting terrible temperatures like yours.

Well I don't have a torque wrench on my to get an accurate measure but I tightened mine until it was all the way down. By all the way down I mean pretty snug to the point where the screw stops turning. I was using a cheap free screw driver and it was a definitive difference when it was all the way down pressure wise.

Hey buddy, did you check to see if the fan on the 212 was blowing air out of the case? Just ask, because I dought that did not tighten the screws down all the way
. If You are going to take it off anyways you might as well check , never know.
Also check your thermal paste because that can be a big problem if you did not put enough, but make sure its not too much
