I don't believe it's LED, but I don't know why you must have LED. It's just a type of backlight. I guess the two real advantages are that it does run cooler, and they can be thinner. But they don't save much money, and they are, in my experiences, more prone to worse backlight bleed.
As for IPS, I have found that it doesn't matter until you pay more than $200. I haven't had too much experience with the cheaper IPS monitors though, and maybe with calibration they look better.
I would either say get the ASUS I linked, or go to your local electronics store and take a look at what they have. If you do either one of what I recommend, make sure to fool around with the settings a fair amount. I have seen stores try to make the more expensive monitors look better by turning up the brightness (most people like brighttt), and turning the others down.
If your set on IPS, I'd save up another $100 and buy a Dell 23" IPS.
That's my recommandation anyways.
