Maybe an h61/g530 build..needing the modem..(I have a couple) Hit up a small computer shop.
h61 + g530 can be done for $115
recycle a case=free
all you need is RAM,PSU, and HDD..for $85
I have some old 350w psu that works..I bought it for $5
