Hi, yesterday I purchased a Corsair CX600 power supply after my Coolermaster PSU was emitting a burnt smell. I'm glad the PSU worked out of the box. However, today I found out it makes a very small "lightly scratching hair" repeated sound. It's not loud at all, but let's say you can hear it when everyone is asleep. I'm curious if this is normal at all. I am not running any stressful programs.

Yes, I believe you are refeering to capacitator whine. It's perfectly normal. It can happen on GPUs and other components aswell.
